Billing and Taxing for Communication Service Providers (CSPs)

For Communication Service Providers (CSPs), taxation is a crucial element of their monetization strategy. As Benjamin Franklin famously said, “In this world, nothing can be said to be certain, except death and taxes.” The complexity of tax regulations requires automated systems to manage efficiently.

Transactions, Taxes, and Adjustments

Every transaction in a billing system has tax implications, determined by the tax code for the account or jurisdiction of the billing entity. In a parent-child account hierarchy, tax codes may be inherited. Configuring these within a billing system is essential when setting up account hierarchies and catalog offerings.

Subscription taxing is simpler than usage taxing, as charges are known in advance. Usage taxing requires real-time application as feeds come in, necessitating high performance to avoid errors. Tax adjustments correct any misconfigurations or incorrect tax applications, ensuring accuracy.

Tax Inclusions, Exclusions, and Exemptions

Many businesses offer tax-inclusive pricing to simplify the customer experience. The billing system must handle splitting pretax costs from taxes and remitting the appropriate amounts. Businesses may also need to exclude certain regions from taxes or exempt specific accounts.

Tax rules can be complex, with select accounts exempt for certain tax codes in specific jurisdictions. While smaller businesses may not face these complexities initially, they become significant as the business expands into multiple regions. Effective billing systems must manage these various inclusion, exclusion, and exemption permutations simultaneously.

Tax on Tax

In many countries, tax on tax scenarios arise from state and national level taxes. In Canada, for example, some provinces apply a unified Harmonized Sales Tax (HST), while others use a combination of Provincial Sales Tax (PST) and Goods and Services Tax (GST). For a $100 service in Quebec, the 5% GST and 9.975% PST are calculated on the original $100, resulting in a 14.975% effective tax rate.

In some countries, the second tax is calculated on the combined amount of the original cost and the first tax. This complexity increases with account and catalog-level tax settings.

Billing as a Service and Hierarchical Taxing

Billing as a Service (BaaS) models are becoming popular in the Unified Communications space, allowing service providers to offer turnkey solutions for resellers to white-label. These setups often involve complex hierarchies with multiple tenants and nested parent-child account structures.

Taxation in such scenarios can be complicated. For example, the invoiced entity might be in a different tax jurisdiction than the service consumer. Additionally, different entities may be invoiced for subscription and usage charges. A billing system must provide the granularity needed to handle tax configurations in multi-tenant environments.

Reporting and Reconciliation

For Finance teams, the Taxes Payable Report is crucial. It reconciles all applied taxes, detailing the account, tenant, owner, date, tax rate, tax codes, and tax categories. Understanding how each charge is spread across tax rates is essential for compliance, ensuring the correct amount is remitted to tax authorities.

Specific tax formats are sometimes required for government submissions. Once taxes are applied, detailed logging is necessary for reconciliation and tracking, providing granular insights into the taxes charged.
